Public policy and implementation expresses the will of citizens as explained in their individual, block, neighborhood, area, city, regional, or state plans.

If there are no plans......public policy is based on how those who control public process want it expressed. Not only does this perpetuate the system of problems, it assures solutions will never be resourced. Planning, (open, transparent, inclusive) is the key to better society (economically and socially).

Public advocacy is needed to assure and insure that government policy and implementation conforms to the will of the people. That will originates at the United States Constitution. For many societal reasons, the power of government has been influenced by unchecked, self perpetuating forces. Operated in this way, government continues to drain resources from the people, while not allowing the growth of those people. The burden of government gets heavier, while the needs of society become more pronounced as they are left unadressed.

The Office of Public Advocate is the conscience of good governance. It provides the people with the technical tools, free of political influence, so the people have a somewhat improved chance of communicating their needs, and will, to the democractic process.

The Office of Public Advocate technologies have evolved over a more then fifty year period, relying on the research, teachings, writings, and actions of seminal leaders in United States' city planning and architecture.The Office of Public Advocate has been advanced in its development by its service to and training by remaining values and experiences of the civil rights struggles of Kansas City, Missouri and Kansas City, Kansas. These advocates, while African-American in background, have made advances in democracy which are recognized around the world for their importance to the betterment of all people through a perfected democracy. Their work was triggered by racism, but their advances are that of humanism.

The Office of Public Advocate by design is independent of existing power structure, respectful of its authority and responsibility, but also free of the calcification, ignorance, intransigence, denial, and disrespect that comes from years and years of Power never having checked its own work. The Office of Public Advocate works transparently, and in a teaching fashion, so its clients gain not only their material objectives but the self confidence and skill to carry on to other objectives without being dependent on handouts "with sticky strings"

The Office of Public Advocate finds the resources it needs to operate from the untapped resources which power structure neglects, purposefully, or simply because it cannot see ways of taking direction other then from the few who dictate direction. The Office of Public Advocate thrives where the environment has fed political bossism, dominance of a system by fear, intimidation, violence, disrespect for common law and the rights of people who simply pay taxes, not manipulate them.

The Office of Public enables a voice more powerful then that of the controlling entities, when it is based on planning,  focused on generally agreed to principles and objectives, professionally implemented, and followed through with positive action.
